What the reader helps with

A personal reader under this grant assists with work-related written materials only. Examples of qualifying reading tasks:

  • Reading printed reports, memos, and correspondence
  • Reading handwritten notes or documents that screen readers cannot process
  • Reading from physical books, files, or printed reference materials
  • Reading documents in non-accessible digital formats
  • Proof-reading written work produced by the employee
  • Assisting with printed forms, contracts, or legally required paperwork

The grant does not fund a general personal assistant for non-work activities. The reader's time must be demonstrably for work-related tasks.

The Personal Reader Grant works alongside — not instead of — other employment supports for visually impaired workers:

  • Workplace Equipment Adaptation Grant (WEAG): covers the cost of screen reading software (JAWS, NVDA), magnification software, or braille displays — separate from the reader grant
  • Blind Person's Tax Credit: €1,650/year income tax credit — not related to employment support but applicable to all blind workers
  • Blind Pension: €254/week DSP payment — not affected by the reader grant or by being in employment (subject to earnings rules)
  • Ability Programme: free job coaching if you are seeking employment with a visual disability

How to apply

  1. Get medical documentation of your visual impairment

    A letter from your ophthalmologist or specialist confirming your diagnosis and the degree of visual impairment. Specify that the impairment affects your ability to read printed and/or digital materials independently.

  2. Identify a reader

    Choose a person to act as your reader. They can be anyone except your spouse, civil partner, or cohabitant. They will need to provide their PPS number for DSP records.

  3. Apply to DSP Intreo

    Submit the application form (from your local Intreo office or DSP.ie) with your medical evidence, employment details, and reader information. DSP processes the application and approves the number of funded hours.

  4. Pay your reader and claim reimbursement

    Pay your reader directly. Keep records of hours and payments. Submit records to DSP periodically (usually monthly or quarterly) for reimbursement up to the approved grant amount.

Can I use the Personal Reader Grant if I work from home?

Yes. The grant applies whether you work in an office, on-site, or remotely from home. If you are working from home, your reader would come to your home to assist with work-related reading tasks. The same eligibility criteria and grant limits apply regardless of where you work.

Is the grant taxable income?

The Personal Reader Grant is an employment support payment from DSP and is generally not treated as taxable income in the hands of the blind worker receiving it — it is intended to cover the reader's wage, not to supplement the worker's own income. However, you should confirm with Revenue or a tax adviser for your specific situation, as the tax treatment can depend on individual circumstances.

Can I use the grant alongside screen reading software?

Yes — and in most cases you should. Screen reading software (funded via the Workplace Equipment Adaptation Grant) handles digital text on computer screens. The Personal Reader Grant covers tasks that software cannot adequately handle: handwritten documents, poorly scanned files, physical books, printed mail. Using both is appropriate when both needs are genuinely present at work.

What if I need more than 640 hours per year?

640 hours is the annual maximum. If your work genuinely requires more reader time, you would need to fund the additional hours yourself or explore other supports. In practice, 640 hours (approximately 12 hours/week) covers most working situations. If you feel the cap is insufficient for your role, contact DSP and discuss whether an exception or enhanced provision is possible.

Do immigrants with visual impairment qualify for the Personal Reader Grant?

Yes. The grant is available to anyone legally working in Ireland who has a qualifying visual impairment, regardless of nationality. You need a PPS number and to be in employment or self-employment in Ireland.
