Household composition rules
You must live alone or only with people who fall into these categories:
- A spouse, civil partner or cohabitant who is also receiving a qualifying payment
- Dependent children (under 18, or under 22 if in full-time education)
- A person who would themselves qualify for Fuel Allowance
- A carer who is receiving Carer’s Allowance or Carer’s Benefit for caring for you
If you live with someone who earns income but does not fall into the above categories (e.g. an adult child who works), you will NOT qualify for Fuel Allowance — their income disqualifies the household.
Means test in detail
The means test assesses total household income from all sources. The income threshold varies depending on your qualifying payment — the general principle is that your total weekly income (including the qualifying payment itself plus any other income) must not exceed approximately €512/week above the social welfare rate you receive.
| Income source | Assessment |
|---|---|
| Social welfare payments (qualifying payment) | Not included in means assessment |
| Other social welfare payments | Generally included in means |
| Part-time employment earnings | Assessed after a small disregard |
| Occupational pension | Assessed in full |
| Private pension | Assessed in full |
| Rental income | Assessed after allowable expenses |
| Investment income | Assessed in full |
| Child Benefit | Not assessed |
| Domiciliary Care Allowance | Not assessed |
Example — Means assessment
Sean receives Disability Allowance (€244/week) and a small occupational pension (€80/week). His total income is €324/week. His qualifying payment (€244) is excluded from means. The means assessment sees only the €80 occupational pension. €80 is well below the threshold. Sean qualifies for Fuel Allowance.
Weekly vs lump sum — which should you choose?
| Option | When paid | Best for |
|---|---|---|
| Weekly (€33/week) | Every week Oct–Apr alongside main payment | People who prefer consistent weekly cash flow; easier to budget week-to-week |
| Lump sum (€462 × 2) | October & January | People who pay for oil, solid fuel or gas in larger quantities upfront; those who want a clear seasonal fuel budget |
Both options total €924 for the season. You can change your preference by contacting DSP, but not mid-season. Choose at application time.
Fuel Allowance and the Household Benefits Package
Fuel Allowance and the Household Benefits Package (HBP) are separate schemes that can both be received simultaneously. However:
- Both are means-tested — you must qualify for each independently
- State Pension recipients often receive both automatically
- HBP provides electricity credits (€35/month) and free TV licence
- Fuel Allowance provides cash for heating fuel of any type (oil, gas, solid fuel, electricity)
- Only one Fuel Allowance per household (not per person)
