If you have a longer-term housing need, HAP is generally better — no work restrictions and the council pays your landlord directly. Apply for the social housing list at your local council to access HAP.

How Rent Supplement is calculated

You are expected to make a minimum weekly contribution from your own income:

  • Minimum contribution for a single person: typically ~€30–€40/week
  • Higher for couples or households with additional income
  • Rent Supplement pays the difference between your contribution and your actual rent, up to the maximum rent limit for your county

If your rent is above the maximum limit for your area, Rent Supplement will not cover the full shortfall — you must pay the balance yourself.

Who qualifies for Rent Supplement?

  • Living in private rented accommodation (not in social housing, HAP, RAS or a Direct Provision centre)
  • Unable to meet rent costs from your own income
  • Receiving a qualifying social welfare payment OR have been renting for at least 6 months before a change in circumstances
  • Working no more than 30 hours per week
  • Your landlord is registered with the RTB and Revenue
  • Your rent is at or below the maximum limit for your county and household size

How to apply for Rent Supplement

  1. Go to your local Intreo Centre

    Ask to speak with a Community Welfare Officer. Rent Supplement applications are dealt with locally and cannot be submitted online — you must attend in person or be assessed by phone in some circumstances.

  2. Bring your tenancy documents

    You need: a current signed lease or tenancy agreement; your landlord's name, address and PPS or tax number; RTB registration number for the tenancy; and proof of rent payments if already living there.

  3. Bring proof of income and identity

    Bring your PPS number, photo ID, proof of address, 3 months' bank statements, and any payslips or evidence of income. If you are on a qualifying social welfare payment, bring your payment letter.

  4. Community Welfare Officer assessment

    The Officer assesses your means, your rent against the county limits, and your circumstances. If approved, Rent Supplement is paid directly to your bank account (not the landlord). The landlord is not notified directly.

Common misunderstandings about Rent Supplement in Ireland
  • Rent Supplement is paid to you, not your landlord — your landlord does not receive it directly and may not even know you are on it.
  • Working more than 30 hours per week disqualifies you — even one week over the limit can end your entitlement.
  • It is not the same as HAP — HAP is long-term and has no work limit; Rent Supplement is short-term emergency support.
  • Your rent must be at or below the county maximum limit — if your rent is above the limit, Rent Supplement will not cover the shortfall.
  • Your landlord must be registered with the RTB and Revenue — if they are not compliant, you will not be approved even if you personally qualify.
  • Rent Supplement does not automatically transfer to HAP — you must separately apply to your local council for social housing assessment to access HAP.
